"The Chijingodai...I entrust you with the true rule over Soul Society. Let your philosophy and laws guide the functionality and safety of this land entrusted to us by the King himself, only without the brutality that I have plagued over these lands for so long..."
Genryūsai Shigekuni Yamamoto enlisting the Chijingodai.

"Wind breathes life, Fire heats desire, Earth holds stability, Lightning exerts authority, and Water flows with change. With these five pillars, the afterlife stands tall!"

The Chijingodai (地神五大 Earthly Gods of the Five Elements), otherwise known as the Five Shadow Kings (五影王 Goeiō) are the ruling governmental body of Soul Society, having been formally elected by Genryūsai Shigekuni Yamamoto after the first war against the Quincy. They each represent a specific element, creating and enforcing their own specific policies that are relevant to the role assigned in order to keep balance among the Soul Society. Though they were rarely known before, recently they have all been admitted into the Central 46, directing the majority of their meetings and trials in order to enact fairness and make sure that Soul Society is always protected from harm.
